The TGB Partnership

Company Background:
The TGB Partnership, a consulting firm in Hillsborough, NC, specializes in the control of air emissions, the development of standards and regulations, data analysis, and the design of structures. Robert L. Ferry and J. Randolph Kissell, the founders of The TGB Partnership, were previously the General Manager and Engineering Manager, respectively, of Conservatek Industries, Inc., a major supplier of aluminum roofs for storage tank and wastewater applications.

Control of Air Emissions:
Many of the structures designed by the TGB partners have been for the purpose of vapor containment, particularly for storage tanks, reservoirs, and wastewater basins. Combining expertise in the design of control technology with knowledge of the provisions of the pertinent Clean Air Act regulations, TGB is uniquely qualified to evaluate and resolve compliance questions. TGB can advise on the alternative options for a compliance strategy, as well as specify the required control equipment to achieve compliance. TGB has represented industry both during rulemaking and in response to enforcement actions. Having provided comment on EPA regulations for over 15 years, the TGB partners have established credibility and rapport with numerous key individuals in EPA's Office of Air Quality Planning and Standards (OAQPS). These relationships, and a geographic location near North Carolina's Research Triangle Park, facilitate communication with the appropriate parties at EPA.

Development of Standards and Regulations:
The TGB Partnership has a particular emphasis on representing industry associations in the development of standards and regulations. TGB has worked with national trade organizations to develop industry-wide standards and specifications, as well as to interact on their behalf with other agencies in the rulemaking and code writing process. The TGB partners have the requisite knowledge and ability to clearly communicate sound technical data and concepts, both in oral presentations and in the development of written standards.

Structural Design:
During their careers, the TGB partners have been responsible for the design of over 1000 aluminum structures, including projects receiving national recognition in Engineering News-Record and Civil Engineering magazines. The TGB Partnership served as a consultant to the Aluminum Association for the 1994 & 2000 editions of the Aluminum Design Manual, which includes the Specification for Aluminum Structures. Kissell and Ferry have also authored a companion reference text, Aluminum Structures, published by John Wiley & Sons.
